Before this engagement, the process relied heavily on manual records and fragmented workflows — applications moved slowly between desks, records were difficult to trace, and applicants had little visibility into the status of their submissions. Garaad Systems was engaged to upgrade the Construction Licence Registration System into a modern, reliable digital platform. The upgraded system digitises the full licensing lifecycle — from application intake and document submission through review, approval, and licence issuance — with structured records, role-based access for bureau staff, and a complete audit trail of every action taken. The result is a service that processes applications faster, treats every applicant by the same encoded rules, and gives the Bureau accurate, retrievable records of every licence it has ever issued. The project stands as a working example of what regional e-government can look like: practical, secure, and built around the realities of local institutions.
